Carl Mangum

Carl MangumCarl Mangum, Ph.D., is an associate professor in the University of Mississippi Medical Center School of Nursing and has 20 plus years experience in disaster preparedness and response. He commands a federal disaster medical assistance team for the U.S. Department of Health and Human Services, having responded to multiple federal and state declared disasters. He also worked in the secretary’s Operations Center in Washington, D.C., during the 2017 hurricane season. Mangum serves with the Mississippi Office of Homeland Security on the State Citizen Corps Council and the Community Emergency Response Teams. On the local level he serves with the city of Byram and Byram Volunteer fire departments.
